Job Description
Programme Officer for District Mineral Foundation programme Programme Officer for District Mineral Foundation programme November 26, 2018 Centre for Science and Environment (CSE), a New Delhi based non-profit institution, is currently seeking a Programme Officer, for District Mineral Foundation Programme, as part of CSE s Environmental Governance and Community Support unit. CSE is one of India's leading public interest research institutions known for its rigorous scientific policy research and advocacy on environmental and sustainable development issues. District Mineral Foundation (DMF) programme of CSE DMF is a non-profit body, instituted in 2015, under the Mines and Minerals (Development and Regulation) Amendment Act, 2015, with the objective to work for the interest and benefit of persons, and areas affected by mining. Every mining district have their respective DMFs. If implemented well, DMFs provide a significant opportunity to improve economic and social conditions and human development indicators of people affected by mining. DMF also provides scope for strengthening and engagement of local level institutions for planning and decision-making. The DMF programme of CSE is in furtherance to the institution s decade long engagement on environmental and social aspects of mining and seeking resolutions to address them. The programme is focused on ensuring DMFs remain people-centric, accountable and addresses critical issues in mining areas through appropriate planning. Work profile The Programme Officer will be required to substantially contribute to the team s research and advocacy work related to DMF policies and practices. Main work responsibilities include Reviewing policy documents (rules, regulations, guidelines etc.), planning documents (such as plans and budgets) related to DMFs. Preparing research reports, policy briefs, technical reports etc. Monitoring progress and performance of DMFs and related issues. Write on issues/ developments related to DMF. Communicating with national, state and district level officials. Engaging with various stakeholders at the national and state levels as necessary to disseminate information and build knowledge/awareness about DMFs; Organize national and state level meetings and workshops and training programmes to improve DMF policies and practices. Skill and abilities- Must have the ability and maturity to work independently and as part of the team. Ability to interact with a variety of stakeholders, including government officials, NGOs/ CSOs, communities in rural areas etc. Excellent oral and written communication skills. Must be able to communicate in both English and Hindi. Must be willing to travel in the districts/ rural areas. Ability to perform and deliver under tight deadlines. Qualification and work experience Candidates with Masters degree in Development Studies/ Governance and Public Policy/ Sustainable Development/ Planning / Environmental Management/ Political Science Economics/ and related disciplines in Social Sciences from a reputed institution may apply for the position. Candidates should have 5 years of work experience in the relevant field. However, candidates with lesser experience will be considered for the position of Senior Research Associate.
